New Castle County's Public Safety Department had outgrown their old facilities and wanted a new facility that met LEED® Gold certification requirements. They needed a partner to install the HVAC Sheet Metal portion of the project. New Castle selected Delcard Associates, a Comfort Systems USA company. The CSUSA team:

  Won a Gilbane's Outstanding Subcontractor Award for the project
  Used their own drafting department to coordinate all contractors
  Used the latest raised floor air distribution HVAC technology






The project was the largest single project ever built by New Castle County and was built to Leadership in Energy and Environmental Design (LEED) standards. The project was awarded a Gold Level LEED Certification.




One challenge for Delcard was coordinating the drafting for the entire project; sheet metal, piping, plumbing and electrical trades. Extensive meetings between contractors, the Construction Manager and the drafting department were necessary to work through the details so all the systems required for this new hi-tech building fit into the limited spaces available.

Delcard fabricated and installed more than 115,000 lbs of duct and installed more than 700 end devices on time and as directed. Besides the duct for the heating and cooling equipment provided by others, Delcard provided 11 exhaust fans including two 28,000 CFM smoke exhaust fans each capable of completely changing the air in an average three bedroom home in about 20 seconds. The building also houses a state-of-the-art 911 call center with the latest HVAC technology using raised floor air distribution.
